Meta is writing a check for up to $17.1 billion to settle a lawsuit from a coalition of 52 state and territorial attorneys general that accused the company of deliberately designing Facebook and Instagram in ways harmful to young people. The case moved toward trial in August 2026 before the company agreed to the terms—announced August 26—just before CEO Mark Zuckerberg was scheduled to testify.

The lawsuit was born from concerns that Meta knew its platforms posed mental-health risks to teenagers and designed features specifically to maximize engagement time. The suit alleged the company had built products engineered to increase time spent, regardless of the toll on youth well-being. Meta’s settlement does not include an admission of wrongdoing, but the company is committing to significant structural changes in how teenagers experience its platforms.

Here’s what Meta has agreed to do for users under 18. The company will impose a two-hour daily combined limit on Instagram and Facebook. The limit includes built-in pauses that notify users after 15 minutes, 60 minutes, and 90 minutes of continuous use. Turning off the limit requires parental permission. Nighttime access is blocked entirely from midnight to 6 a.m. On school days, notifications will be muted from 8 a.m. to 3 p.m. so the apps don’t interrupt class. Meta is also removing cosmetic appearance-altering filters and hiding public like counts on teen accounts.
