2027 Social Security COLA Could Be Only 2.2% — Flawed Inflation Measure Costs Retirees Each Month

The cost-of-living adjustment for Social Security in 2027 is projected to be about 2.2%, a drop from 2026’s 2.8%, according to early estimates by The Senior Citizens League. That would push the average monthly retirement benefit to roughly $1,920. But advocates say the formula used to set the raise is broken.

COLA is calculated using the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W), which tracks spending patterns of workers, not retirees. The Bureau of Labor Statistics also publishes an experimental CPI-E that reflects spending by Americans 62 and older. Because seniors spend more on healthcare and housing, CPI-E has historically risen faster. Using CPI-W instead of CPI-E costs the average retiree hundreds of dollars a year.

“Seniors are shortchanged every year because the index doesn’t measure what they actually buy,” said Mary Johnson, a policy analyst with The Senior Citizens League. Legislation to switch to CPI-E has been introduced but has not passed.

The projected 2.2% increase would add around $42 to the average check. But with Medicare Part B premiums also set to rise, much of that gain could be erased. The Social Security Administration’s COLA page details past adjustments. Planning for retirement means understanding that the official COLA may not keep pace with real costs — something to consider when budgeting.

What to Watch: The official COLA will be announced in October 2026 based on third-quarter CPI-W data. Retirees concerned about rising expenses can explore supplemental income options and review their Medicare plans.
