Migrant workers can collect their subsidized monthly foodgrains in Delhi and Maharashtra without surrendering their home-state cards or starting new administrative processes, under India’s inter-state ration card portability system. Here is how the system works and what your household is entitled to claim.

The Department of Food and Public Distribution reports crores of inter-state portability transactions under the One Nation One Ration Card scheme. Migrant workers access their entitlement at any Fair Price Shop using their Aadhaar number or ration card number and biometric verification on the dealer’s electronic Point of Sale (ePoS) machine. No physical ration card transfer is needed. The rollout of Aadhaar face authentication at ration shops has simplified urban access further.

Under ONORC rules, migrant workers in Delhi or Maharashtra can walk into any neighborhood Fair Price Shop, provide their Aadhaar number or ration card number, and collect their monthly grain allocation. The family remaining in the home state retains full access to their portion of the same entitlement. Relocating for work does not interrupt household food security. No new paperwork, no address change, and no administrative transfer is required.

How Quota Splitting and the Mera Ration App Work

A migrant household can split its monthly allocation between two states. A worker in Delhi can lift up to 50% of the family’s entitled quota from a city fair price shop as a maximum, while dependents at home can collect the remainder from their village shop in the same calendar month. Both transactions are logged across the national ePoS network.

The Mera Ration 2.0 mobile app (available on Android) lets beneficiaries locate the nearest operational Fair Price Shop, check the current month’s entitlement balance, view transaction history, and confirm that their Aadhaar is correctly linked to the national system before making the trip. Search “Mera Ration” on the Play Store to download it.

Fair Price Shop dealers are required to serve out-of-state beneficiaries under ONORC operational guidelines. The system includes a monthly reconciliation mechanism to account for portability demand.

How can migrant workers collect ration in another state using ONORC?
Visit any Fair Price Shop, provide your Aadhaar number or ration card number, and authenticate via fingerprint or iris scan on the dealer’s ePoS machine. Your National Food Security Act entitlement is verified instantly. You do not need to transfer or surrender your existing ration card.

If a Fair Price Shop dealer refuses to serve an out-of-state beneficiary, call the national PDS helpline at 1967 to report non-compliance. The helpline accepts complaints about dealer refusals, ePoS failures, and stock shortfalls.
