The Australian Parliament is reviewing legislation that would restructure how private health insurance rebates are calculated for people aged 65 and older. The Private Health Insurance Amendment (Modernising the Private Health Insurance Rebate) Bill 2026 proposes to remove age-based bonus tiers beginning April 1, 2027.

Currently, the government provides higher private health insurance rebates for policyholders aged 65–69 and 70 and above. Under the proposed framework, all policyholders would receive rebates calculated under the same rules, with income remaining the determinant of subsidy level rather than age.

The Parliament’s Bills Digest confirms that approximately 3.2 million Australians aged 65 and older will be affected by this change. The government estimates an average additional out-of-pocket cost of approximately $250 per year for affected seniors.

According to government modelling cited in the Australian Parliament inquiry, the measure is projected to reduce the number of insured seniors by approximately 44,000 by 2028–29, as some may elect to leave private cover and rely on public hospital care.

The 2026–27 Budget indicates that the measure will redirect approximately $3 billion over four years into the national aged care sector, supporting expansion of residential aged care, home care and community support services.

Medical groups including the Australian Medical Association have raised concerns that premium increases may cause low-income retirees to drop private insurance, potentially adding pressure to public hospital elective surgery waiting lists.

The Senate Community Affairs Legislation Committee is considering public submissions and has scheduled hearings for September 2026. The committee reporting deadline is October 7, 2026. The measure is not yet law and remains before Parliament as of August 2026.
