Australia’s PISA 2025 result is not a simple decline story. The headline is severe: ABC reported that Australian 15-year-olds recorded their lowest maths and reading results on record. But the same release showed a strong result in the new “learning in the digital world” domain, giving the education debate a harder question than whether screens are simply good or bad.
ACER, which administers PISA in Australia, said students remained above the OECD average overall. ABC reported Australia ranked 10th in science and reading and 16th in mathematics among 91 countries and economies. The long-term trend is still negative: reading is roughly two years behind the 2000 level, while mathematics is a little over two years behind the 2003 result.
The classroom problem behind the scores
The new digital-world score is the fresh angle because it cuts against a blunt anti-technology argument. Students can solve problems in technology-rich settings while still losing ground in the foundational skills that make those tools useful. That means the policy response cannot be only a laptop ban or only more devices.
Classroom conditions make the picture worse. The Guardian reported 41 percent of Australian students reported noise and disorder compared with an OECD average of 31 percent. ABC also reported 44 percent of students had skipped a day of school in the two weeks before testing, compared with 24 percent across the OECD.

Education Minister Jason Clare pointed to the United Kingdom’s long reform cycle and said Australia needed to continue classroom teaching reforms. His separate warning about winding back screen time matters, but the PISA data suggests the sharper target is unmanaged distraction, weak attendance and uneven basics rather than technology itself.
