The 8th Central Pay Commission is receiving active union representations advocating for specific salary formulas. Union proposals currently center on a 4.0 fitment multiplier—a term referring to the factor by which the previous pay scale’s highest-grade salary is multiplied to establish the new scale’s baseline entry salary. Under a 4.0 fitment applied to the 7th CPC’s ₹18,000 entry salary, the 8th CPC basic pay for Entry Level 1 positions would theoretically reach ₹72,000.

However, the 8th Pay Commission has not yet published recommendations. The Commission is in its active data-gathering phase, with questionnaires distributed to employees, pensioners, unions, and researchers requesting detailed input on salary adequacy, post-retirement living costs, and comparative civil-service compensation structures. The response deadline was March 31, 2026, and the Commission is currently synthesizing submissions into preliminary recommendations.

Alternative fitment scenarios yield different outcomes. A 2.86x multiplier—closer to historical precedent—would produce a ₹51,480 basic salary at Entry Level 1. Union demands for a 4.0 fitment factor represent aggressive advocacy positioned to account for inflation between the 7th CPC implementation (2016) and current 2026 circumstances. The 10-year gap saw cumulative inflation approaching 50%, creating genuine salary erosion for junior government employees.

The Gazette of India official records document that the 7th CPC recommended a 2.57x fitment factor, translating the previous 6th CPC entry salary of ₹7,000 into the 7th CPC’s ₹18,000. Comparing successive commissions shows fitment factors have gradually increased: 6th CPC used lower multipliers reflecting economic conditions of the 1990s, while subsequent commissions factored in modernization costs and international competitiveness.

Pay matrix projections for government employees under different fitment scenarios demonstrate that a 4.0 multiplier would create substantial downstream salary impacts across all grade levels. Senior positions would see proportional increases, potentially repositioning Indian civil-service compensation closer to private-sector equivalent roles.

The Department of Expenditure is coordinating Commission work alongside the National Council (Staff Side) Joint Consultative Machinery, ensuring both government and employee perspectives shape deliberations. Final recommendations are anticipated by late 2026 or early 2027.
