Horse Meat Detected in Supermarket Mince Triggers Product Recalls in Australia

Testing by food safety regulators has detected horse meat in minced beef products sold through major Australian retailers including Coles, Aldi, and products bearing the Leggo’s brand, prompting product withdrawals and an investigation into how undeclared species entered consumer meat supply chains.

The detections came through routine species verification testing—a form of DNA-based screening that Food Standards Australia New Zealand (FSANZ) and state food authorities conduct on a sampling basis across the retail food supply. When mince products labelled as beef return a positive result for equine DNA, that is both a food standards violation and—depending on the circumstances—potentially a consumer fraud matter.

Horse meat itself is not inherently unsafe for human consumption. It is eaten widely in France, Belgium, Kazakhstan, and many other countries. In Australia, however, it is not part of mainstream food culture, and products sold as beef are legally required to contain only beef. Selling horse meat labelled as another species violates Australian Consumer Law provisions on accurate product description, regardless of any food safety concern.

Leggo’s, a brand known primarily for pasta sauces and tomato-based products, confirmed that it uses third-party meat suppliers for any products containing meat ingredients. The retailers involved—Coles and Aldi—issued statements indicating immediate removal of affected products from shelves and cooperation with the food safety investigation. Both emphasized that the contamination appeared to originate upstream in the supply chain, not at the retail level.

That framing points to the core vulnerability this case exposes. Modern ground meat supply chains are complex. A single mince product may contain meat from multiple animals, processed at a facility that also handles other species, transported through several logistics stages before reaching retail. Contamination or deliberate substitution can occur at any point. The more steps between farm and shelf, the more opportunities for error—or fraud—to enter undetected.

This is not the first time this issue has surfaced globally. Europe experienced a widespread horse meat scandal in 2013 when products labelled as beef across multiple countries and multiple major food brands were found to contain horse DNA—in some cases up to 100 percent horse meat. That investigation revealed systematic deliberate substitution across a multi-country supply chain, driven by cost arbitrage between cheaper horse meat and more expensive beef. The 2013 European horse meat scandal prompted major reforms to meat supply chain traceability requirements across the EU.

FSANZ‘s investigation will likely examine which specific processing facility or supplier introduced the equine content, whether the contamination was accidental (cross-contamination between species at a shared facility) or deliberate (substitution for cost reduction), and whether the affected batches were limited or indicate a systemic supplier problem. The findings may lead to supplier de-listing, mandatory supply chain audits, or referral to the Australian Competition and Consumer Commission if deceptive conduct is established.

Consumers who purchased mince products from the affected retailers recently are advised to check FSANZ’s recall notices for specific batch numbers and date codes, return affected products to the point of purchase for a full refund, and contact the relevant store or brand if uncertain whether their product is included.

The wider question this episode raises is how often species verification testing actually catches contamination that would otherwise reach consumers without detection. Routine testing covers a fraction of total product volume. Whether the answer to that question changes how frequently and thoroughly testing is conducted remains to be seen.
