Rep. Thomas Massie, a Kentucky Republican, has filed articles of impeachment against Defense Secretary Pete Hegseth, arguing that the Pentagon chief violated the War Powers Resolution by continuing military operations against Iran without congressional authorization.

The move is unusual because Massie is a member of the party controlling the White House and the House itself. It sets up a rare moment where Republicans will be forced to take a public position on a sitting Cabinet official serving their own president.

Massie’s impeachment resolution is privileged under House rules, meaning it cannot be simply ignored or sidelined. House leadership typically must schedule a vote within a set timeframe unless the resolution is referred to committee. That procedural requirement puts pressure on Republican lawmakers to state where they stand on both Hegseth and the Iran conflict.

The defense secretary has overseen the continuation of hostilities against Iran that began after an Iranian attack on U.S. forces earlier this year. Massie contends that Hegseth proceeded without seeking congressional approval as required by the War Powers Resolution, the 1973 law that limits a president’s ability to wage war without a formal congressional declaration. Under the law, the president must notify Congress within 48 hours of military action and obtain congressional authorization within 60 days to continue operations.

Massie has long championed the War Powers Resolution as a constitutional check on executive power. His challenge reflects the tension between his party’s deference to Trump and his consistent skepticism of military interventionism abroad. For Massie, the constitutional principle overrides party loyalty.

The Pentagon has previously defended its Iran operations as lawful actions taken to protect U.S. forces and interests, though it has not publicly issued a detailed response to Massie’s specific allegations.

Impeachment of a Cabinet official is extremely rare. The political calculation for House Republicans is complicated. Party leadership controls whether and when to hold a vote. Voting to impeach would rebuke Trump’s choice of defense secretary; voting against would require Republicans to publicly defend the Iran operations. Both options carry political risk, particularly with midterm elections approaching.

Massie himself has been a consistent critic of military interventionism throughout his congressional career. His impeachment resolution is expected to trigger debate over whether current Iran operations constitute an undeclared war that requires congressional authorization.

The immediate practical question for lawmakers is whether Massie’s resolution forces a floor vote before the midterms. House leadership may attempt to refer the matter to committee, which would delay any vote. But the privileged nature of the resolution limits their options for indefinitely avoiding the issue.

For investors and defense-policy watchers, Hegseth’s position does not appear to be in genuine jeopardy. An impeachment conviction would require a two-thirds Senate majority, and Republicans control the chamber. The real significance lies in forcing a recorded House vote that will shape how the Iran war is remembered in campaign material and where individual Republicans stand on congressional war powers.
