Dame Judi Dench has written directly to Petco CEO Joel Anderson demanding the retail chain end all live bird sales, after a PETA undercover investigation alleged severe conditions at Creekside Birds — a commercial breeding facility that PETA says was in Petco's supply chain.

PETA's investigation, released in October 2026, alleged that approximately 10,000 parakeets were kept in cramped wire enclosures and that nearly 1,400 birds were found dead over a 27-day period. The investigation documented birds with untreated respiratory infections and wing fractures kept in enclosures PETA described as feces-encrusted. All allegations in PETA's release remain attributed to that organization and have not been independently adjudicated. Petco had not issued a detailed public response to the specific allegations at the time of writing.

Dame Judi Dench's intervention raises a widespread problem in the commercial pet trade: unlike dogs and cats, companion birds sold in national retail chains are frequently sourced from mass breeding operations. Many companion birds are long-lived and require substantial care, enrichment, and veterinary attention that casual buyers are rarely prepared for at the point of purchase. Prospective bird owners should consider adopting from specialized avian rescues.

Dench, a lifelong bird owner, cited the PETA investigation in her letter to Anderson as evidence of conditions she described as unacceptable. Her letter calls on Petco to follow the path it took with dogs and cats — the chain phased out commercially bred puppies and kittens from its stores years ago in favor of in-store adoption events — and apply the same standard to birds.

The Regulatory Gap Behind Commercial Bird Sales

The US Animal Welfare Act covers birds in commercial settings, though the scope, exclusions, and inspection framework are more complex than a brief summary can capture. Those interested in the current regulatory position should check current USDA rule documentation directly.

This creates a structural double standard. Petco's corporate sourcing guidelines now include commitments around dog and cat welfare that drove its transition away from puppy-mill suppliers. Those same commitments do not currently extend to birds with equivalent force.

Why is Dame Judi Dench campaigning against Petco? Dench wrote to the Petco CEO after PETA's investigation exposed a facility that PETA alleged kept approximately 10,000 parakeets in overcrowded cages with untreated injuries. Dench argues commercial bird sales promote impulse buying of complex, long-lived animals that frequently end up neglected when owners realize their demands.

Other bird conservation coverage includes the Endangered Secretary Bird Chick at Longleat.

Many companion birds are long-lived and require daily social interaction, enrichment, and veterinary care that casual buyers are rarely prepared for at the point of purchase. Avian rescue sanctuaries across the US take in surrendered birds year-round and offer adoption support.
