The Punjab government has announced a proposal to raise Dearness Allowance for a specific group of around 85,000 state employees from 42% to 60% — an increase of 18 percentage points. Industries Minister Aman Arora made the announcement following a Cabinet Sub-Committee recommendation.
But this is not a pay rise for all Punjab government employees. The detail that matters is which employees are covered.
Who this applies to
This DA adjustment covers employees who were recruited on or after July 17, 2020. These staff members are paid under the Central government’s 7th Pay Commission pay matrix, which Punjab adopted for employees hired from that date. Their DA rate was at 42%. The proposed change brings it to 60%, aligning it more closely with the central government’s DA rate for staff on the same pay structure.
Employees hired before July 17, 2020, are on older Punjab state pay scales and are not covered by this particular announcement. Those employees — represented by various trade union bodies — have separately and repeatedly demanded action on pending DA installments and arrears that remain unresolved. This announcement does not address those outstanding arrears.
Status — proposal, not confirmed payment
As of the time of reporting, this is an announced proposal following a Cabinet Sub-Committee recommendation. It has not been confirmed as a fully implemented government order with money credited to employee accounts. The language in reporting describes it as something recommended to the Chief Minister for ratification.
Until a formal government order is issued and implemented, employees in the eligible group should treat this as a proposed change rather than a completed one.
The estimated additional annual financial burden of the proposal has been referenced in reports but not independently confirmed with a primary government figure at this time.
