Polypropylene has been a plastics-recycling impasse since the material entered mass production in the 1950s. It accounts for roughly 19% of global plastic output — close to 80 million tonnes a year — and shows up consistently among the most common buoyant plastics found in ocean and coastline pollution surveys. Yet despite that volume, the post-consumer recycling rate for PP never broke 1%. The chemistry of food-contact contamination made it almost impossible to clean collected PP to the level regulators would accept back into packaging. That began to change in September 2025.

Prevented Ocean Plastic, the ocean-bound plastic certification programme owned by Bantam Materials UK, announced what the packaging industry had long treated as off-limits: the first polypropylene recycled to the European food-safe standard, made entirely from ocean-collected plastic. Why Polypropylene Was the Plastic Everyone Gave Up On

Most recycling conversations centre on PET — the clear plastic in drinks bottles — because PET’s recovery chemistry is relatively established and the market for recycled PET is mature. PP is harder. Its lower density means it floats longer, absorbs more UV exposure, and by the time it is recovered from ocean-bound collection points, it carries volatile organic contaminants, odour compounds, and residues from its original contents — food oils, household chemicals, agricultural inputs. Standard mechanical recycling cannot strip these at the concentration level food-contact regulations require. Regulators across the EU have historically refused to approve recycled PP for any application where the material might contact what people eat or drink.

This is part of why the global circularity rate has slid to 7.2% despite years of recycling infrastructure investment. When a material composing roughly one-fifth of all plastic production sits outside viable recovery loops for food contact applications, it pulls the whole system’s numbers down. PP was embedded into packaging design by default — cheap, lightweight, heat-resistant — with no functional end-of-life solution ever following it into the supply chain.

The sorted PP is processed by Starlinger Viscotec’s viscoZERO technology at PETMAN’s facility. The reactor holds the melted polypropylene under prolonged high heat combined with deep vacuum. This draws volatile organic contaminants, odour molecules, and chemical residues out of the polymer melt before it re-solidifies. The four guarantees stated by the technology developer are: zero contamination, zero waste, zero odour, and zero limits. This melt-phase approach is distinct from surface-wash processes, which cannot reach contaminants that have migrated into the polymer matrix itself — the primary reason earlier attempts at food-safe PP recycling struggled to meet the required standard.

Independent Testing and EU 2022/1616 Compliance
Before any recycled polymer can be used in food contact applications in the EU, the production process must satisfy Regulation 2022/1616. Each batch from this process undergoes independent, third-party scientific testing — including screening for non-intentionally added substances — to demonstrate it meets the regulation’s purity requirements, with progress and registration entries verifiable through the European Commission’s public food contact materials portal. This regulation defines the conditions under which recycled plastics may be used in food contact materials across European markets. Meeting 2022/1616 converts the material from an industrial recyclate into a commercially usable food-contact grade resin — the step no ocean-collected PP had achieved before this announcement.

BOPP Film Production
The certified rPP exits processing as a resin that enters standard BOPP (biaxially-oriented polypropylene) film manufacturing lines, with Innovia Films among the first producers bringing it to market. BOPP films are the flexible packaging layer in snack wrappers, biscuit packs, fresh produce bags, and confectionery overwrap — the packaging formats most consumers handle daily. Incorporating ocean-collected rPP into these films replaces virgin PP at the manufacturing stage. Because food-contact compliance is established at the resin level, brand owners do not need separate regulatory approvals for each individual product line that uses the film.

What 500 Million Cups Actually Means

The Microplastic Connection
