NYC homeowners with one and two-family properties will receive $59.30 rebate checks for official trash bins, with mailings scheduled by October 3, 2025. The Department of Finance program targets STAR or E-STAR recipients from 2024 or 2025.
“This rebate is one more way we’re making life in the city more affordable for working-class New Yorkers,” said Department of Finance Commissioner Preston Niblack in the September 18 announcement. The program coincides with the city’s waste containerization rules that took effect November 12, 2024.
Money Back Three Ways
Homeowners already owning NYC Bins face different processes based on purchase method:
Those who bought directly through bins.nyc or by phone (855-692-2467) will receive automatic rebate checks. Home Depot purchasers must submit their voucher code and proof of purchase online. New buyers can purchase through bins.nyc for automatic reimbursement within 30 days.
According to the city, the rat-resistant NYC Bins are compatible with mechanical tippers on DSNY rear-loading collection trucks.
All reimbursement requests must be submitted by June 1, 2026. Official NYC Bins become mandatory for 1-9 unit properties in June 2026.
Rebate Requirements
Eligibility hinges on specific criteria:
- One or two-family home ownership
- STAR (income up to $500,000) or Enhanced STAR (income limits around $98,700 for 2024, $107,300 for 2025) credit/exemption in 2024-2025
- Purchase of an official NYC Bin (DOF reimbursement: $59.30; actual retail prices: $53.01 for 45-gallon, $45.88 for 35-gallon)
DOF Commissioner Preston Niblack stated the program “helps cover the cost of an official NYC Bin, making it easier for homeowners to comply with the new rules while reducing the burden on their household budgets.”
The June 2026 deadline marks when properties must transition from current rules (which allow any lidded bin up to 55 gallons) to official NYC Bins exclusively.

The rebate program covers the checks by October 3, 2025, for qualifying automatic cases, while voucher-based reimbursements must be claimed by June 1, 2026.
