Federal officials are preparing to resume involuntary collections on defaulted student loans, potentially allowing the Education Department to deduct up to 15 percent of a borrower’s disposable after-tax pay before it reaches their bank account. For the millions of borrowers already past due, whether those deductions ever start—or can be stopped—comes down almost entirely to how a borrower responds to a single 30-day window. Knowing how to stop student loan wage garnishment before that window closes is now a matter of weeks, not months.

Under the Higher Education Act and regulations at 34 CFR Part 34, a federal student loan becomes eligible for administrative wage garnishment after 270 or more days without payment. The Education Department issued a pause on Treasury Offset collections and garnishment in January 2026, pending new repayment rules. That pause covers loans held directly by the federal government. It does not apply to loans managed by guaranty agencies under the older Federal Family Education Loan Program, where garnishment has not stopped. Before any withholding begins on a direct loan, the Education Department is legally required to send the borrower a written Intent to Garnish notice and allow 30 days to respond before issuing a withholding order to an employer.

If your federal student loan is more than 270 days past due, waiting until deductions appear on your pay stub eliminates your fastest legal exit. Once the Education Department sends a withholding order to your employer directing it to take up to 15 percent of your disposable after-tax income, federal rules block you from consolidating that loan. You must act within the 30-day notice window—submitting a consolidation application or requesting a hardship hearing—before the order leaves the Department and reaches your employer’s payroll office.

How to Stop Withholding Before and After Day 30

Within the 30-day notice window, two options remain open. Borrowers with eligible Direct Loans can apply immediately for a Direct Loan Consolidation, folding the defaulted balance into a new loan and exiting default before any employer is notified. Borrowers who cannot consolidate, or who are awaiting an eligibility determination, can request a hardship hearing with the Department to challenge the garnishment or negotiate a reduced rate based on income and documented expenses. Both options close the moment a withholding order is transmitted to an employer.

Once withholding has started, the available path narrows to loan rehabilitation. A borrower must contact the Education Department’s Default Resolution Group—reachable at 1-800-621-3115—and agree to five consecutive voluntary monthly payments calculated from their income. Payments must be on time; a missed payment resets the count. Withholding does not pause during rehabilitation. It continues alongside voluntary payments until the five-payment sequence is complete, meaning borrowers often face months of simultaneous employer deductions and out-of-pocket rehabilitation payments running at the same time.

Most borrowers treat a federal collection letter as a signal to begin negotiating. Federal regulations treat the 30-day garnishment notice as a hard legal cutoff. On Day 29, a borrower can apply for Direct Loan Consolidation and block collection entirely. On Day 31, once the withholding order has been issued to their employer, consolidation is prohibited under federal rules, locking the borrower into at least five months of paycheck deductions while completing rehabilitation. That single-day difference determines whether a borrower exits default in weeks or endures months of garnishment first.

Can you consolidate a student loan after wage garnishment starts? No. Federal regulations prohibit consolidating a defaulted student loan once an administrative wage garnishment order has been issued to an employer. To use consolidation to exit default, a borrower must submit their application within the 30-day notice window before withholding begins. Once the order has been sent, the only available exit is completing a five-payment rehabilitation agreement with the Default Resolution Group.

Borrowers who have not yet received a notice should verify their current loan status and confirm their mailing address is up to date with their servicer immediately. An outdated address means a garnishment notice may already have been sent without the borrower’s knowledge—and the 30-day clock runs from the date of mailing, not the date the letter is opened or received.
