Electric vehicle owners in Mumbai have a reason to smile. Starting August 22, 2025, EVs can zip across Atal Setu without paying tolls, following a new policy from Maharashtra’s Urban Development Department.
The notification (MRD-3325/C.R.123/UD-7), issued August 21 under the Maharashtra Motor Vehicles Tax Act of 1958, exempts electric four-wheelers and buses from toll payments on Atal Setu, Mumbai-Pune Expressway, and Samruddhi Mahamarg.
For daily commuters, this translates to serious savings. With current Atal Setu tolls at ₹250 one-way, EV owners making the Mumbai-Navi Mumbai trip daily could pocket over ₹5,000 monthly.
“By waiving tolls for electric vehicles, we are supporting EV owners and reducing carbon emissions,” said Transport Minister Pratap Sarnaik when announcing the measure.
The exemption covers electric passenger vehicles in categories M1, M2, M3, and M6, applying to both government-run and private operators. Electric goods carriers, however, remain subject to regular tolls.

This policy shift modifies the earlier January 31, 2025 notification that had imposed tolls on all vehicles until December 31, 2025. The review came after a May 2025 recommendation from the Home Department.
Traffic data shows the impact could be substantial. About 60,000 vehicles use the Atal Setu corridor daily, with 34,000-40,000 specifically crossing the bridge section. The toll exemption applies at both Shivaji Nagar and Gavan toll plazas.
The policy forms part of Maharashtra’s broader EV Policy 2025, which runs until March 31, 2030. Beyond toll exemptions, the policy includes charging station expansion, registration fee waivers, and purchase subsidies.
Chief Minister Devendra Fadnavis, along with Deputy CMs Eknath Shinde and Ajit Pawar, has tied this initiative to Maharashtra’s clean energy goals. The 21.8 km sea bridge, which opened in January 2024, connects Sewri (Mumbai) to Nhava Sheva (Navi Mumbai).
Social media feedback from EV owners has been positive, with many posting about welcome cost relief.
For EV owners looking to maximize benefits:
- Check if your vehicle falls under eligible M1, M2, M3, or M6 categories
- Keep your RC book showing “Electric” fuel type handy at toll plazas
- Consider route planning to take advantage of toll-free highways
- Combine with other state EV incentives like charging station subsidies
The Maharashtra government’s August 2025 notification grants toll exemptions for eligible electric four-wheelers and buses on Atal Setu and other key highways. The policy, effective from August 22, 2025, applies at designated toll plazas and forms part of the state’s EV Policy 2025. It follows earlier toll regulations issued in January 2025 and subsequent policy reviews in May 2025. The exemption is valid until March 31, 2030, and covers specific vehicle categories under the Maharashtra Motor Vehicles Tax Act, 1958.
