Code Blue Alert: 323 Rough Sleepers Face Storm Risk as SA Activates Emergency Homeless Services

A vital safety net unfolds across South Australia this week as authorities activate Code Blue emergency measures from Monday through Wednesday (August 25-27, 2025). The official response comes as forecasters warn of heavy rainfall, strong winds, and possible thunderstorms approaching the state.

The South Australian Government has declared Code Blue for multiple regions including North West Pastoral, Eastern Eyre, Lower Eyre, Flinders, Mid North, Clare Valley, Yorke Peninsula, Fleurieu Peninsula, Kangaroo Island, Adelaide Metropolitan, Mount Lofty Ranges, Murraylands, Riverland, and both Upper and Lower South East.

According to the Bureau of Meteorology, a complex low pressure system is developing south of the Great Australian Bight, extending a series of cold fronts and troughs over South Australia this week. Adelaide can expect cloudy conditions with a very high chance of showers and winds shifting from northeasterly to northwesterly, with thunderstorms possible particularly around hills and southern suburbs.

When the South Australian Government activates Code Blue, a comprehensive response system begins. Tier 1 areas receive warm meals, outreach support, heated public spaces, hot drinks, and essential winter gear, while Tier 2 regions get these plus overnight shelter and emergency accommodation.

Baptist Care’s WestCare Centre opens for overnight accommodation during Code Blue events, while Hutt Street Centre extends its operating hours. The Toward Home Alliance provides outreach support to connect rough sleepers with services across Adelaide and surrounding regions.

According to the 2021 Census data from the Australian Bureau of Statistics, over 7,400 people experience homelessness in South Australia, including 323 sleeping rough across the state. The Adelaide Zero Project data from 2023 showed around 200 people sleeping rough in the City of Adelaide area alone.

The Homeless Connect SA hotline (1800 003 308) operates 24/7 year-round, serving as the central contact point connecting vulnerable people with emergency services matching their location and needs.Weather conditions involving cold temperatures, rain and wind create particularly dangerous situations for those without adequate shelter, which is why Code Blue activations specifically include these as trigger conditions.
