The plaintiffs claimed that the Hawaii Department of Transportation is responsible for the ongoing increase in CO2 emissions, which contribute to half of all greenhouse gas emissions in the state.

The plan includes five-year interim emission reduction targets through 2045 or until the state achieves net-zero emissions.

Additionally, the plan focuses on increasing the use of zero-carbon fuels, improving alternative transportation options, allocating $40 million to public electric vehicle charging stations by 2030, and creating a volunteer youth council.
